About ECELS
Since December 1989, the PA Chapter of the American Academy of Pediatrics (PA AAP) has operated the Early Childhood Education Linkage System (ECELS). The mission of ECELS is to improve the quality of early childhood education and school age child care programs. In 1995 the federal government launched state-by-state Healthy Child Care America programs. These were modeled, in part, on ECELS. Since then, the full name of the program has been “ECELS-Healthy Child Care Pennsylvania.”
ECELS provides professional development and technical assistance about health and safety in child care. Much of our work is focused in Pennsylvania. In addition, we share resources with colleagues in other states and countries. We link quality improvement efforts of government, early childhood educators, health professionals, and other organizations. State, federal and private foundation grants as well as the work of volunteers have sustained ECELS for more than two decades. In addition to the generous volunteer contributions, current sources of funding for ECELS include the PA Key through the PA Department of Human Services, Office of Child Development and Early Learning, the PA Department of Health, and fee-for-service revenue for provision of workshops and review of self-learning modules for state-authorized professional development credit.

ECELS provides technical assistance to instructors, coaches, technical assistance staff and child care health consultants. Professional development modules and workshops are available on a fee-for-service basis. On the ECELS website there are tools to help programs meet Keystone STARS Standards. For example, the Care Plan for a Child with Special Needs and Model Child Care Health Policies. Model Child Care Health Policies has fill-in-the-blank adaptable policies programs can use.

ECELS recruits and mentors health professionals to work as child care health consultants. Then, ECELS supports these child care health consultants as they provide advice and professional development services to improve health and safety practices in child care programs that serve infants, toddlers, preschoolers and school age children.

Our Team
Kristin Haegele Hill
Kristin Haegele Hill is the Director of Community-Based Initiatives for the PA Chapter of the American Academy of Pediatrics (PA AAP). She oversees both the Healthy Teeth Healthy Children (HTHC) and Early Childhood Education Linkage System (ECELS) programs. Kristin has an undergraduate degree in Print Journalism from Ithaca College and a Master of Science in Education Research from West Chester University.

Nancy Alleman is a certified pediatric nurse practitioner with over 40 years of public health nursing experience. Nancy has been part of the ECELS Training and Technical Assistance staff for over 20 years. She works part-time for ECELS from the ECELS "satellite" office from her home in the Harrisburg area. |

Sandy McDonnell |
Sandy McDonnell is a certified pediatric nurse practitioner with experience in a variety of pediatric health care settings. She received her BS from Villanova University, an MS in Nursing from the University of Pennsylvania, and began her career as a pediatric nurse practitioner and child care health consultant (CCHC). She joined ECELS as a Training and Technical Assistance Coordinator. Since 2006, Sandy has taught early care and education professionals a variety of health and safety topics. |
Marcie is a Registered nurse with 35+ years of varied nursing experiences, from acute care to geriatrics. She received her training from St. Margaret’s Nursing School, she obtained her BSN and then her MSN with a focus on families. She has experience serving as a Health Services Coordinator and Child Care Health Consultant. She recently joined the ECELS team as Training and Technical Assistant Coordinator. |

Caroline Manfre is the Program Assistant of ECELS (Early Childhood Linkage system). Caroline graduated with her bachelor’s degree in public health and is currently pursuing her MPH in Health Care Management at West Chester University. She has over five years of experience as a childcare teacher and is passionate about health education and promotion. |
Amanda Gehringer McDole
Amanda comes to PA AAP with an extensive background in emergency medical services and experience in adult training, learning and organizational development, including over 15 years facilitating health training. Her combined passion for health education and unique experience as an EMT will bring a new perspective to the ECELS team and we are excited to have her on board.
